What you are optimizing

Spillway vs turbines

Turbines pass water profitably with lower TDG impact. Spillways dump excess fast but spike TDG proportional to flow (roughly √Q until deflector upgrades). Spring snowmelt forces ugly tradeoffs: you must spill to protect the dam, but fish managers cap how much high-TDG water the tailrace can carry.

Spring snowmelt with high salmon-run requirements is the canonical pain point: inflow climbs, spill becomes mandatory, and the regulatory floor for fish passage limits how aggressively you can open gates. Anticipate inflow from forecast panels rather than chasing stage after it rises — career gold medals reward planning.
